  It's basically an Extranet right?
  I could custom build you a web-based solution for a reasonable fee ;)

  I've built our own Intranet, and I'm currently building another extranet. All with tiers of admin rights/centrally controlled user tables, file upload and file management/custom "home" pages for each user depending on their profile and such.
