Kinda hard to say, but I revamped a tourist / info site once, all static, nothing really fancy. Took me around 14 hours.
It's easier to estimate a re-design of an already existing content, since you don't have to wait for jackass-clients to send you the stuff. (unless, you're going to add something, that is)
