it may not be your portfolio but how you present yourself via applying for a job.
1) do not send generic applications. "hello sir, i am applying about the position i saw on the web..." that sucks. make it personal. show them you did your research about the position and company. it shows a shitload of interest. "hello (name of person if you can), i came across your job posting and after reviewing the post and from spending time on your website i feel like i would be a great fit to your company" or whatever. make it personal and show interest.
2) get creative with your resume. not seeing the pdf or word doc version that you send along in your emails, i would assume it's something a bit creative. i can't tell you how many compliments i've gotten from my resume, it's simple but very creative, AND most importantly, it all fits onto one page.
3) sometimes if you find a place that you REALLY want to work at get creative when applying for the position. true story: back in 1998 i found the perfect design job but was told by the hr person when i called they had recieved about 500 resume's and not sure if they knew who i was. i went to a pizza joint by their office and ordered a pizza for delivery to the company i wanted to work at. i put my resume in a nice plastic cover sheet, taped it to the top of the pizza box and had the delivery guy take it to the creative director and have lunch on me. i got the job and worked there for 2 years.
4) don't get down on yourself. i've gone through some pretty nasty cycles too. i'll get a shitload of offers then the next time i'll get nothing. also keep in mind it's closing in on the end of the year. companies are back to watching their budgets when hiring in the departments. they may post jobs but it might only be to collect resume's for early next year when the budget allows them to hire again.
5) follow up your emails. not annoying but say you are just following up becuase you are interested in the position and company and why.
good luck.
sorry for the long post. i'm bored.
