Search Google for 'Camera Tossing', which might give you some of the source 'complexity' imagery . Then it's just a matter of bringing this data into pshop, destaurating, cleaning, applying colour layers where necessary and setting overlaying/Colour Dodge on as you wish.
Otherwise I'm sure there's probably some After Effects filter that can do it automagically.
