well if you consider this. yr a company selling tea bags wholesale - yr not interested in selling to joe public.
if you advertise under the term 'tea bags' your ad will get lots of impressions but these are more then likely a wide range of users looking for things like special tea bags, tea bag strainers, tea bag containers etc - most of which arent interesting to your company. because of the number of impressions and yr budget your ad will move up and down the results alot in order to hit the budget (if the budget uis under the max possible spend)
if however your ad appears under 'tea bag wholesale' then it is reaching its inteneded audience and there is less variation of what the user is actually looking for ( they could be looking for tea bag wholesalers in London or tea bag wholesalers in manchester for example) as the number of searches will drop your ad will move around less - are you with me?
