the answer is simple: emergencies and unforseen circumstances.
A lot of people are uninsured and have to pay medical bills with credit cards...try paying for a simple ambulence ride on a monthly budget and see how far it gets you. people in debt are not dumb, its mostly bad luck and a lack of awareness of their options.
