every hosted domain has its own CPanel where the users can create as many ftp/email/databases/etc... as they want.
your master account comes with WHM which you use to create all the accounts. WebHosting Manager.
as far as billing.. i don' think there is any included billing software.. you might have to find your own.. but they did just update Fantastico (which has a ton of very useful/cool scripts/apps).. so that might have a billing app.. i will have to look into it.
but if you want i can let you into one of my domains to try CPANEL...
