no, they are not following the dude around. neither is this some sort of hip motion gfx designers showpiece and thus not on MTV-hipness levels in terms of keeping people's attention span by adding hiphop-beats and motion overload and all that superfluous gibberish..
this is an artwork questioning the amount of visual stimuli we get daily and whether or not this is still effective commercially? this was commissioned by design-museum De Beyerd in Breda..
