Most quotes I do and receive last for about 3 months.
I think if anything, you're well within your rights to re-quote.
If you don't fancy doing the job, then tally how much time you've spent on the job and refund them the difference.
On a side not,I can't understand the business practices of people like this, and anyone who dicks around like this is never going to be good to work for.
