I've used http://www.frame-express.net and found them to be cheap, but they are based in the UK and I'm guessing from the mention of Target that your not.
Mind, the first frame they sent me looked like it had been kicked about the warehouse before it was packed, customer service was good tho and they sent another one out pretty quick.
