if they say they cant do it, aske them for the colour settings file and distiller options specific to what they need with corredt dot gain, ink levels etc. Usually newspaper cant take ink levels above 220 or some whit like that. Shoudl be able to change your colour settings and re-export.
or tell the lazy arse printer to do it in pitstop as someone else said.
