however if you have generated all the effects in AE then you are laughin as you can simply resize them, allot depends on the style of footage and type of effects you have applied as you can add soft focuses and little cutaways to mask over any embarassing resize problems.
Also if your able to then apply a vignette round the footage to limit the rezie amount, perhpas pop a graphic around it to suggest looking through a film lense, I recently cut a promo for edinburgh film focus where I did just that I created a graphic that looked like worn shutters on a film camera and whammo I was able to use lower res footage with a slight resize as the graphic masked around the edges :D
