London is über competitive. You can't just be good at Photoshop or Illustrator, you need to be special and conceptual.
Have you asked yourself how is your portfolio special compared to anyone else and how you can exploit this? Have you looked around at designers/agencies that seem to get continual work/press like James Goggin or MadeThought or North or Saturday... there are loads! How does your work compare?
The other thing you have to realise about London is that everything goes in troughs and waves especially in freelance. Maybe you are in a trough at the moment waiting for a wave. I think loads of London based designers have experienced that before. I know I have.
