humanitarian aid is anything from food and water to syringes of potassium chloride used to silently put people to death. Hell, it could be 20 bucks worth of grain to one person. My question is what else travels with the humanitarian aid? Bush is still the largest arms dealer to the world. i'm thinking some of these weapons travel on "goodwill" missions as there are only 365 days in a year. Where do they find the time?
