It's those metal halide lamps, they're very susceptible to even small power changes. It takes them a while to relight if power is interrupted for even a split second.
Street lights on my street go off all the time, almost seems like they're timed to go off at a stagger so every second one stays lit no matter what.
Just a coincidence...if you feel lucky, play the lottery.
