No, they aren't insinuating anything really. PHP and ASP are two different programming languages.
Usually the back-end database drives what language to present to the customer.
MySql Databases lend themselves to PHP; MSSQL Databases lend themselves to ASP.
MySql = Free.
MSSQL = Licensing Fees (not cheap).I do believe you are insinuating that "folks who know less get to make informed decisions about tech platforms at companies", however.
Exactly what hat did you pull that out of? ... Because there are no PHP jobs where you are located at this exact moment, haha?
