ATTENTION SEEKING.
that's what it is about.
i heard a highly respected defense expert in the netherlands commenting on n-korea's "tests" and he said it could be envious of Iran that actually gets opponents to come up with concessions in order to continue their evil ways. it's not the first time in history that one country does controversial risky things and another follows.
this one is weird though, as this is an ally of the US..
