why its elementary calculations my dear..
first u take the rotation characteristic of the object in question...then you multiply the rotation by a time increment...say 3 seconds...
for the deceleration of the object, use the current speed of the rotation on mouse out...then just subtract a certain amount of speed for every iteration of the timer (maybe the value of the timer at the start of decel is 3 seconds) until it reaches zero.
