if you want to keep quality = redo the lay out so you use the pic at 300dpi
even opting for 200 would still not warrant a nice quality if the image is lower rez.
I think you need to explain this to your client, and have them make the call (though chances are they don't have a clue what you are saying). Bottom line is = what do you prefer? Lousy print result that is your responsibility (printer will not take any heat over this). Or counter propose a design solution that fits the quality of the provided picture....
