Doesn't really matter if you live in KCK or KCMO, but for tax reasons, since most of the traditional agencies are on the MO side... ah hell it doesn't really matter. I'm in KCK and really, it's the kind of city (like most I imagine) that you get what you put into it. There's good work to be had here. Good people. A VERY active creative community and more good music than you can handle. Cost of living is cheap, but I would imagine a drop in average pay comes with that. I've only been here for about a year, but drop me a line and I'll see what I can answer.
