I think they are good depending on the situation. I make testers and possible consultant programmers sign one. Sometimes there are secrests and company mission critical data that shouldn't be released...it's a good idea to have people sign them....
Of course I allow the limited creditability for people in their resumes and portfolio as long as the screen shots and verbage is approved first.
I don't mind giving someone help getting another job, but there are somethings that must remain top secret within a company (some legally have to anyway).
Course, these are all internal only projects...most web work doesn't get a full NDA.
