  yes I have dreamweaver and photoshop..

  My employer wants me to "Find a cheap application for Windows2K that is simular to iPhoto on his mac...to give to the client so the client can upload photos (without knowing dreamweaver or html) to the internet in a thumbnail kind of layout. and when someone clicks on one of the photos it goes to that photo fullscreen with info about the photo."

  'My Picture' for Windows XP is pretty good and simular to iPHoto but they are on 2K.

  I know this is simple. I am ashamed......
