It's called the Coriolis effect. It's a consequence of the earth’s rotation around its own axis not the sun. The force is very small and completely unnoticeable in a toilet. You will need an extremely smooth symmetrical bowl to see anything.
It does have huge consequences for things like projectile motion (i.e. long range missiles).
