I don't know what will happen in the next one, but the fact that he's been there before i think means that to be productive batteries humans need to have hope, and to do that they need to think they can win, so the machines let them build up zion as a symbol of hope then destroy it and let them start again. Just like the porn in 1984, big brother would distribute porn but under the guise of it being underground and illegal, so people would think they were rebelling against big brother when it fact big brother was controlling that rebellion. They're were a bunch of lovely similarities between george orwell and phillip k dick's ideas in that last 5mins of the matrix, kinda of made up for that wack sex scene thing... kind of.
