i use one of my best friends. she was a bartender for a number of years downtown chicago and is not a reputable wine rep. she knows a ton of people and has a lot of contacts. i give her 40% of whatever work she sends my way. sounds like a lot i know but she's very good at what she does and it's incentive for her to send me work. i've never spend a single bill on advertising and i don't even have business cards. all word of mouth and i'm always swamped.
some clients won't take the bait but most do, and most wind up repeat clients.
keep at it.
