Bad reputation comes from a few more things than that!
1) Charging alot for what is in most cases only a finders fee. Which means that agents are perveived as adding NO value to the process whatsoever. Hard to justify fees if people think you actually do nothing.
2) Alot of agents actually do nothing hence the rep is justified.
3)Acting like poncey wide-boys on the phone
4) In most cases having little or no knowlege of the industry they're recruiting in.
5) Generally acting like a swindler. If I place an ad that says 'No agents please' don't ring up acting like a snake oil salesman trying to get a comission
