24kbps or 32kbps will sound very poor.

I did a project for uni like the one your doing now... only I used ASP and an .MDB (instead of PHP and MySQL).

You need to do some experimentation - I targeted broadband users... with the lowest connection @ 256 Kbps.

    This meant that I compressed the MP3s at several 'standard' bitrates - 128Kbps, 96Kbps, 80Kbps and 64Kbps.

The last two I rejected... cos they sounded shite. I then rejected 128Kbps cos my server space was limited - cos the MP3 files were a bit too big (approx 5Mb for 5mins of audio).

The main idea was to *stream* the tracks - so this left me with a compression rate of 96Kbps - which was perfect for storage space and streaming...

You might also wanna check out Flash MXs _global.soundbuftime.
You can set this for when the tracks playback (i set it to 5 secs).

All in all you need to play with everything - streaming, compression, preloading and bitrate (CBR - Constant Bitrate - not VBR cos is can sound a little to 'watery').

    Good Luck with your project.
Oh and if it's targeted for Modem users - go for 80 or 64kbps.

    Hope this helps. :)
