I guess both!
Typically sites ala Newstoday would be for peer stuff which can be great, and good exposure.
Im unsure if enough potential employers check peer sites and such so yeah i guess theres 2 parts to promotion as you said.
Note, im not interested in knowing about 'advertising' yourself but more general - even hits - promotion.
