Arse is a coarse word for the buttocks, commonly used in British, Hiberno and other Commonwealth English. In the United States and parts of Canada, ass is used (both spoken and in writing) instead.
Definitely not the eyes. If you have no arse you can't defecate. If you have no eyes it just means you have to walk a round with a stick.
