    well, if you dont have this one sussed out already, here bees my method.

    clone the layer, resize the whole image. gaussian blur a lil bit (despeckle is good to play with as well.
    then when you get the image pretty well fuzzy, use the Unsharp Mask filter, turn the radius WAY up and the amount down a bit.

    then i would play with the layer options (multiply, soft light, etc)
    so that you can mix the original and the altered image to get a better detail.

    this isnt magic though, a shit pic will still look like a shit pic.
    also, pascii is right about 300dpi vs 150dpi (same dimensions otherwise). the only way the guy would need 300dpi is if he plans on printing out some high res shit, and even then i suggest going the 150 route.

    also please be sure to explain the concept of making chicken shit into chicken soup. it just doesnt work unless you like eating soupy chicken shit.
