'72 dpi' on it's own doent mean much... (i.e. I could give you a 2048x1536 image nominally at '72dpi' and It would work fine)
I think you should show the client how small (in x by y pixel dimensions) the image he gave you is... put it next to a typical image from another job... and insist on quality material if they want quality with...
...or is it a one off image that they just cant replace with a bigger one?
