depends on the age of your target audience.
as long as its ledgible and people can make it bigger if they need to...
try setting font-size = 62.5% on the body in ths css. then 1.0em becomes equivalent to 10px (instead of the default 16px) throughout the rest of the styles. therefore 0.9em = 9px... and everything scales nicely if needed and is 'accessible'.
