I have done the same in the past. Ours were for a specific industry so we hired a photographer and a number of models (who were mostly friends who got movie and dinner gift certificates) for allowing us to use there images.
Spent a day shooting and paid the photographer a flat rate for allowing us to use all the photo's he took in our templates. Worked out great,
