I would argue that less is done about these cases because in many ways the government prefers lawsuits so they can spend more on laywers and protect their lawyer buddies jobs
in this case they won't criminalize their corporate buddies for example

time and time again 'the people' are criminalized while 'people' of power build a fortress of legislation and policy that makes them rich powerful
