I always laugh when people mention things like "How come only certain people are allowed to say nigga?... shit, everyone is allowed to say it, it's a matter of who you're talking to and your relation to them that sets the tone and intention. It's similar along the lines of walking up to someone and saying "What up motherfucker?". Chances are, if you say that to someone who doesn't know you, well an argument will probably ensue, if not a fight.
To be honest though, it's an ugly word, because of it's demoralizing usage and conotation in the early years of the good ol' US of A. But in my opinion, it has become many other things, even though it can still be used in a derogatory manner.
