Yes designers are individuals but you can place that theory on anything (which country has the best runners?). I think the post is about a statistical look at where most good designer come from. Like many statistics - whether it is coincedence or trend is anyones guess.
However, a designer is built from influences around them, whether it be their childhood, the companies/people/projects they work with, or just their life influences -- which are all somewhat related to the country they're in at the time and it's culture.
