it totally looks like a old torrent site. This coz of the dark gray, the font you used for the headers, the reflections. It's like if you were using a psd template.
imo you should at least get rid of the reflections and use the space at the top for an image that would spice things up.
Make use of colour coz it looks a bit sad. I also think the "w3c/xhtml" buttons/icons could be a bit smaller.Hope my opinion helps :o)
