No you do not have to submit both within 24 hours. You have 24 hours to submit changes just in case you forgot something or it doesnt look right on the page.
We fixed a bunch of issues. Number one the browse issue. The people who initially submitted will have extra time added to their voting time period.
This is so they get a fair chance at receiving a minimum of 100 votes. It doesn't matter if you have 101 votes or 300 just as long as you have 100. The first 100 are weighted heavier then the 2nd 200.
