It might also stand for "Polish". Fonts quite rarely come with CE characters and I've seen many fonts polonized. Mostly by amateurs, with horrible kerning.
This one though might be coming from a bitstream package released by Theta 10 years ago that was distributed in Poland only.

Paste it into photoshop in Clarendon PL. If the letters appear ok, you most likely have Polish Clarendon.It's probably coming from this set of 222 fonts:
