I think your missing the point, CSS is all about design and the core reason to seperate design from content/coding. If your seeing bad looking css layouts your looking in the wrong places or if you can't produce good looking css designs then you need to understand it more.
apart from design CSS has huge benefits is spiderability(SERPS) and of course accessibility.
