Also my understanding is it's aimed at protecting the people
who work in bars and pubs from passive smoking rather than those who drink there.soda

-------------------among the explanations in ireland were that the legal issue protecting people in the workplace from smoke had to be extended to bar workers, simple as that.
but really there also saw it as a cheap route to reducing the strain smokers place on the health system. They say that banning shit was better than spening 10's of millions of euros ever year.
