It would be fine to use tweens but remove the alpha - alpha's use lots more memory and often slow down tweens. Just make sure that each circle is an instance of one movieclip.
You could use actionscript by resizing a circle object until it reaches X width. It may speed things up a little but I wouldn't bother too much.
