well, there is a vibrant side to STL's design scene, but there's not a lot going on there, especially if you are looking to move beyond what you are doing now (ie: corporate intranet whore).
While I left STL for personal reasons (about six years ago), I have now actually come to enjoy the city. However, the design culture is limited to a few firms and just a couple people inside those firms. I might be discounting a lot of people, but there are better places in the country for design (albeit a few worse).
If you want to do anything with your skills (which you seem to have some of), the best idea would be to skip town. Minneapolis/St. Paul is a great place to be a designer...a vibrant community and a population that is very design literate (most likely due to Target). Not to mention it is a great place to live.
