Its different to ship it with the phone. For that you need to license it from them. Which is where they make the money. My comp has been dealing with them to license a product with the flash player. Also free, but they basically want about $35 per product, plus pre-pay for flash support for 3 yrs min. Which is 10K per year for premium service. WTF is that?
