What is it exactly you want to accomplish? In my opinion multicast is the way to go and one free tool to learn about that is playing with VLC. Of course you would need a network that supports multicast streaming. Also if you don't have big resources then P2P might be the way to go (Bittorrent. Veoh) or just use aggregation sites like Vimeo and Google video to share your video content.
