Took me one minute, 30 seconds:
Create a hand drawn oval selection around the central focus.
Inverse section, feather 30 px
Apply Lens blur, tweaking sliders to get it just right.
Do the same thing but with a larger oval selection. This time lens blur it even more to get the outer edges softened.
Transform >distort to pull top perspective in a bit
Tweak levels to blow out the whites and midtones.
