i would stay away from staten island if yre excited about "experiencing" the city. you may as well live out in jersey. (said from experience)
most people i know first moved to somewhere in the five boroughs, grabbing whatever place they could get, and spent the first lease looking for something better. assume that yr first place won't be forever.
jersey city and hoboken are reasonable "out of the city" options.
i lived in harlem the 4 years i was there - very reasonable rents, not bad places. talk to terrace apartments - (212) 678-0094 and be a little insistent.
