Here's my deja vu theory.
A person dreams 200-300 times per night, every night. By the time you are 20 years old you have dreamt about almost everything possible and impossible that could happen.
Hence when you have a deja vu your Brain coughs up the memory from a dream and it seems familiar and unsettling.
I could be wrong though, just my 2 cents.
