#1 use a MovieClipLoader to retrieve the loaded jpeg size
#2 trigger a javascript to resize your embed flash file [having a Stage object inside Flash set to noscale to avoid scaling].
That way the broser scrollbar would automatically refresh according to the page's conent height.
Personally I would make a 100% width/height embed flash file and use a flash scroll bar within it.
