"Moving money in is far form a bad thing, but why didn't it happen when the poor people where there and needed it, instead of now that they are conveniently in trailer parks in Houston and wherever else, USA?"
Maybe investors hadn't seen it as lucrative before the floods. Do you expect to see people throw money at a state because there is poverty there? Has that ever happened before in any country? What kind of sense is that?
